The facts
U.S. Immigration and Customs Enforcement was created in 2003 under the Homeland Security Act, consolidating functions from the former Immigration and Naturalization Service.
ICE's fiscal year 2024 enacted budget was roughly $9.4 billion, funding Enforcement and Removal Operations and Homeland Security Investigations.
ICE reported approximately 271,000 deportations in fiscal year 2024, the highest total since 2014.
At its August 2025 meeting, the Democratic National Committee passed competing resolutions — one calling to abolish ICE and another to reform it — exposing an open party split.
A June 2025 Quinnipiac poll found 40% of Democrats want to abolish ICE, while a majority of independents and Republicans oppose abolition.
